How We Work

Congress authorized 403(b) tax deferred savings plans for employees of certain 501(c)3 organizations in 1958.  In 1961, IRC 403(b) was extended to employees of public education institutions, including colleges and universities.  The original legislation required 403(b) investments be used with annuity contracts, hence the "403(b) tax sheltered annuity" language became common.  In 1974, mutual fund custodial accounts were made available.
