Albert Einstein state the hardest thing in the world to understand is the income tax.  While he was likely referring to the concept of tax, the current Internal Revenue Code may also be difficult to understand.  The tax code was originally compiled in 1939 and later updated in 1954 and 1986, but is regularly updated by both Congressional activity and IRS updates.
